Abstract:In the era of Globalization 4.0, the cultivation of international talent is essential for enhancing national competitiveness and improving global governance capabilities. Within this new era characterized by socialism with Chinese characteristics, it is imperative to foster high-quality development, accelerate the formation of new productive forces, collaboratively advance the “Belt and Road” initiative, facilitate cultural exchanges and mutual learning, effectively communicate Chinas narrative, and establish a robust education system. All these endeavors urgently necessitate a substantial number of internationally competent talents.Global competence embodies an individuals capacity to engage in both global cooperation and competition. It encompasses three pivotal dimensions: knowledge, skills, and values. This necessitates that individuals cultivate essential competencies such as linguistic proficiency, cross-cultural communication acumen, a reservoir of international knowledge, a broad global perspective, and a profound sense of patriotism. Nevertheless, the cultivation of international talent within application-oriented institutions in China continues to encounter numerous bottlenecks regarding international educational paradigms, pedagogical frameworks, students awareness of globalization challenges, and practical learning environments. From the perspective of global competence enhancement, application-oriented institutions can elevate the caliber of their international talent development by implementing effective top-level design strategies; refining training programs and curricular structures; enhancing teachers capabilities in international education; and fostering supportive atmospheres for experiential learning on a global scale.
