New development concept is an important principle to which China's economic and social development should adhere. This paper proposes a people-centered digital service system by means of innovation of digital governance concept and approach, based on the analysis of the experience of Singapore digital government construction practice, logical connotation of government construction guided by new scientific development concept, as well as the problems existing in the construction of China's digital government. Moreover, it is advisable to open and share data, build a sound digital ecology, and enhance the digital literacy of civil servants. These efforts are aimed to promote the construction of a digital government and provide strong support for the modernization of national governance system and capacity.
